RRD was engaged with the formulation of a project in support of Vocational Education and Training Reform in Kosovo.

RRD formulated a program following Luxemburg standards in doing so. Was involved in doing interviews, site visits and producing the formulation report.

The primary focus of the project was to improve the structure and performance of the TVET system and TVET delivery in Kosovo. This was to be achieved through effecting changes in the legislation, in the financial structure, in the governance, in the modernisation of managerial mechanisms and in the further development of the quality and relevance of TVET in the country. An important focus in this was to be on the education and training in Information and Communications Technology (ICT).

The strength of the proposed project was found in that a previous project had been successfully active in enhancing the quality of two VET institutes in the country: two model TVET institutes had been developed which had been equipped to deliver quality education and be flexible as well as relevant enough to respond to the demands of the labour market. This project would provide the opportunity to introduce this model in other TVET institutes as well.

The project was meant to last for 4 years, following a 6-month inception phase. Beneficiaries are youngsters in the sector, workers and unemployed needing training, teachers, TVET managers, the business community, the Ministry of Education, Science and Technology and Ministry of Labour and Social Welfare.

Expected results were:

  • A clear policy on the financing of the sector.
  • Changes in the legal framework and administration of the sector.
  • Enhancement of TVET institutes, increasing the relevance and quality of the curricula as offered.
  • Changes in the management of the sector at central level.
  • Development, upgrade and interfacing of information systems, including the ones dedicated for the sector of career guidance.
