End-of-project evaluation of three programs directed at the education sector of Indonesia

RRD acted as education specialist in the end-of-project evaluation of three programs directed at the education sector of Indonesia using both budget support as well as project implementation modalities.

A special focus in this evaluation was on the Analytical and Capacity Development Partnership in the education sector. This partnerships was meant as support to the joint Australian/European Union (EU) Education Sector Support Program (ESSP). The ESSP was a nationwide program to support the Government of Indonesia's education strategies as articulated in the National Medium Term Development Plans and the Strategic Plans.
The program supported key policies and strategies for: i) equitable access to basic education; ii) improved quality and relevance of basic education; and iii) improved governance and accountability.

Within the context of the ACDP numerous studies were produced detailing effective programs and policies.

These revolved around:

  • Operational research papers and proposals for a number of legislative and regulatory reforms related to basic and post-basic education policies and financing;
  • Operational research papers and proposals for organizational change and capacity development in central, provincial, and district agencies, schools, universities and other educational institutions; and
  • Improved information and communication systems as part of effective ACDP implementation. This output aimed to establish and sustain robust processes for building knowledge management and organizational learning processes.
The evaluation has shown that the take-up of ACDP outputs -as evidenced by take-up of Indonesian policy makers- appears to have an impact on policies and the education system as such in the medium term and the long term. Quality of an output was defined as the potential it has to influence policy making.
This idea is generally known as Knowledge-to-Policy (K2P), a concept that is relatively new to the development sector.
