Budget Support to the Government of Aruba

The assessment implementation Budget Support Aruba involved the assessment of budget support for the Education Sector in Aruba within the context of a larger Public Finance Management evaluation conducted in Aruba. RRD was involved in interviewing stakeholders and writing progress reports.

In 2006 the Government of Aruba started developing a strategic plan for education. In August of 2007, a strategic National Education Plan for the period 2007-2017 was finalized.

This plan aimed at creating an educational system that will develop a “responsible, satisfied, global citizen, who is a life-long learner and contributes to the community's quality of life. Giving them the life, thinking and learning skills needed to participate actively in the economic and social development of the country within the global world“.

The Government of Aruba decided to request € 8.88 million available to Aruba under the 10th EDF to be earmarked for the sector policy of education in order to be able to implement the plan and in February 2012 Aruba submitted its first request for disbursement of the first fixed tranche of the budget support for the education sector in order to support the execution of the National Education Plan 2007-2017

Within the context of this assignment reports have been produced detailing progress made in the area of public finance management as it relates to the conditions agreed in the Financing Agreement and to assess the implementation and achievements of the National Education Plan through the education indicators as previously established.
