RRD has been involved as TVET and evaluation expert in the evaluation of the TVET reform program in Bangladesh as financed by the EU and executed by the International Labor Organisation. Involved in doing interviews and preparing the final reporting detailing the results of the evaluation.

The overall objective of the TVET Reform project is to support the pro-poor growth agenda of Bangladesh Poverty Reduction Strategy by creating more employment opportunities for the poor and strengthening the capacity to tackle the competitive challenges of the country.

The evaluation has been carried out based on the standard evaluation criteria, covering the relevance, effectiveness, efficiency, impact and sustainability of the project as well as the coherence and EU added value.

Furthermore, the following has been carried out:

  • An assessment of the international policy recommendations in the context of Bangladesh, and the contribution of the project towards the achievement of those policy recommendations;
  • An analysis and assessment of the skills development sector in Bangladesh from the perspective of migration, including contribution of skills development and TVET systems to Bangladeshi migrants (both out-going and returning); and
  • Providing of practical recommendations extracted from the analysis of all three areas to feed into future EU interventions in the area of skills development.
