The Evaluation of Cooperation Programmes between the European Union and the United States and between the European Union and Canada

The aim was to identify best practices that have come about as a result of these programs. Conducted interviews and reported on the findings. Recommendations involved joint degree programs and increase of student and teacher mobility.

In 2005 ECORYS had conducted an evaluation of the cooperation programmes in Higher Education and Vocational Training between the European Union and the US and between the European Union and Canada. This programme can be traced back to 1990, when the Transatlantic Declaration on EC-US Relations and the Transatlantic Declarationon EC-Canada Relations were adopted.

A two-year exploratory phase, launched in 1993, provided the basis for a formal EU-US Cooperation Agreement and an EU-Canada Cooperation Agreement in 1995. Both agreements were renewed in 2000.
