Afghanistan Second Skill Development project

It concerned the Afghanistan Second Skill Development project and involved the development of business plans for 30 TVET institutes in Afghanistan. Conducted TNAs, SWOT assessments of the institutes as well as Capacity Development for the institutes as well as development of M&E systems to monitor performance of the institutes as well as financial management of the grants.

The Islamic Republic of Afghanistan had received a grant at the time from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). A major component of the project concerns interventions aimed at improving the performance of TVET Schools and Institutes. RRD in cooperation with the German consultancy firm Integration was involved in the implementation of this project.

A two stage process

A total of 30 TVET institutes in Afghanistan are planned to participate and be enrolled in a two stage process. The first stage consists of the creation of business plans and presentation of these plans. The stage consists of (a) assistance to schools and institutes to develop business plans in a participatory process and in with due market orientation and (b) assistance to present business plans before a committee, with flexibility for feedback and revisions;

The second stage consists of assisting the institutes with taking the initial steps of implementation of the Business Plans and building capacities to set-up internal monitoring and evaluation systems.

A report has been produced outlining the specific strengths and weakness of each of the participating institutes and the actual process of implementation.
