Romijn Research and Development offers services in:

  • Programmes and project definition and –financing;
  • Analyses and evaluation of policies, programmes and single projects;
  • The implementation of programmes and projects.

In doing analyses and evaluations, we use both quantitative as well as qualitative techniques. On the quantitative level forecasting models are used, scenario analysis, econometric techniques such as regression analysis, cluster analysis, simulation techniques, time-series analysis, and other modern techniques.

We are specialised in cost-benefit analysis. For complex evaluation studies, we use multi-criteria analysis, a decision making tool which can be adapted to form judgements about programmes to be evaluated.
On the qualitative level survey techniques (by telephone, internet or postal (written)), in-depth interviews, work conferences, group discussions and the Delphi technique are some of the techniques employed. We also have a rich experience in reviewing documents and scientific literature.

Project Cycle Management:

In defining programmes and projects we make use of Project Cycle Management (PCM) methodologies. In this model a comprehensive coverage is given of all elements of a programme or project that are relevant for its success.

These elements are determining (a) the need for a project, (b) the goal or project purpose, (c) the objectives, (d) input, (e) output, (f) outcome, and (g) the expected impact. The model is frequently used when programmes and projects are defined by the European Commission.
