Formulation Mission Skills 21 project in Bangladesh

Involved as team leader and education expert in the formulation of a budget support operation benefitting the education and TVET sector of Bangladesh in the Formulation Mission Skills 21 project in Bangladesh. Involved in doing interviews and preparing the final reporting detailing the path towards implementation of the budget support program.

RRD cooperating with the Brussels based consultancy agency A.E.S.A was involved as Vocational Education and Training expert and team leader in the formulation of a budget support operation benefitting the education and TVET sector of Bangladesh. The European Union wanted to contribute to the sector with this operation, the Human Capital Development Programme for Bangladesh 2021 (HCDP 21).

The objective of the programme was to support the Government of Bangladesh so that in 2021, 50 years after its independence, Bangladesh will have better educated, trained and qualified human capital.

Within the framework of this assignment the team has engaged in Defining Eligibility Criteria for Approval of the programme.

Budget support programmes are subject to the following four eligibility criteria covering:

  • National/sector policies and reforms
  • Stable macro-economic framework
  • Public financial management
  • Transparency and oversight of the budget

These criteria need to be met both before a programme can be approved, and at the time of each budget support disbursement. The assessment of the eligibility criteria has involved the assessment of the relevance and credibility of the country policy and strategy related to each eligibility criterion.

Defining Disbursement Linked Indicators (DLIs)

Where the four eligibility criteria govern the release of the fixed tranches of the budget support, Disbursement Linked Indicators (DLIs) govern the variable tranches. These are linked to progress in achieving desired results against specific indicators.
The team has proposed several Disbursement Linked Indicators (DLIs) that could serve as indicators for the release of the variable tranches and has done so in close consultation with a representative of Head Quarters in Brussels who visited Bangladesh during the time when the mission took place.

Technical assistance

Lastly the team has formulated basic conditions governing the Technical Assistance to be provided for the implementation of the programme.
